Presidential Decree No. 214/20 approving the Transboundary River Transport Agreement between the Government of the Republic of Angola and the Government of the Republic of Namibia.

This Presidential Decree approves the the Transboundary River Transport Agreement between the Government of the Republic of Angola and the Government of the Republic of Namibia. The objectives of this Agreement are: regulate the transboundary fluvial transport of passengers and goods between the two Contracting Parties, as well as the transport of persons and goods in transit through their territories to third countries meeting the needs of the populations of both Contracting Parties; ensure and guarantee the free transport of goods and passengers between the two countries, respecting the legislation of each Contracting Party, particularly in the fields of River Transport, migration, health, customs, tax and national security; contribute to the development of a strong and competitive River Transport industry in the southern sub-region in order to satisfy the market demand of both Parties, and developing competition capacities between the different inland transport operators; ensure competition between operators from both Contracting Parties on the basis of equality, non-discrimination and respect for their rights and duties; guarantee and improve transport security, particularly inland waterways; promote the harmonized dimensions of vessels, safety standards in river traffic and crew qualification; improve and control the issuing of authorizations for the transport of passengers and goods through the territories of the Contracting Parties; create control mechanisms to monitor the implementation of this Agreement; facilitate the development of river transport infrastructures.
