Presidential Decree No. 217/20 approving the Merchant Marine and Ports Agreement between the Government of the Republic of Angola and the Government of the Republic of Namibia.

This Presidential Decree approves the Merchant Marine and Ports Agreement between the Government of the Republic of Angola and the Government of the Republic of Namibia. The Agreement is applicable to all merchant marine vessels, ports and related activities, between the Parties on the basis of equal rights and mutual benefits. It regulates the areas of cooperation, the vessel operations, the treatment of ships in ports, payment of fees, rights, transfer of revenues, environmental protection, recognition of documents and jurisdiction. The Parties are subject to the observance of domestic laws relating to the environmental protection of the marine and port environment in force in the countries of the Contracting Parties. The ships of each Party shall take preventive measures to avoid polluting the territorial waters of the other Party. In the event of any polluted activity, the polluting ship will be subject to the country's internal regulations and International Conventions applicable to the nature of the pollution. The Parties shall establish a programme and procedures with a view to implementing the standards provided for in the International Conventions on the Prevention and Combat of Pollution from Ships.
