Abstract
The present Act provides the basis for the assurance of a high level of protection of human health and consumers’ interest as regards food. The Act shall apply to all stages of production, processing and distribution of food. However, it shall not apply to primary production for private domestic use nor to the domestic preparation, handling or storage of food for private domestic consumption. The Act contains at the outset a definition clause relating to various terms employed therein, such as foodstuff, food additives, water for human consumption, food for special dietary use, articles of daily use, cosmetics, placing on the market, Agency, slaughtering. Article 5 forbids the bringing into circulation of foodstuff harmful to human health or unfit for human consumption or altered without any mention thereof. Furthermore, it is prohibited to market foodstuff bearing misleading indications as to quality and composition, and, also, to healing properties.The minister is empowered to issue regulations relating to production, processing, treatment, placing on the market and marking of foodstuff, as well as to hygiene requirements and frauds. Article 10 lays down provisions relating to the registration of food establishments and their supervision by the competent authorities. The text consists of 108 articles divided into 5 Parts as follows: Principles and requirements for foodstuff, water for human consumption, articles of daily use and cosmetics (1); Official control (2), Examinations and expertise (3); Penalties (4); Final provisions (5).
