Abstract
This Regulation aims at achieving net zero greenhouse gas emissions for Member States as a whole by 2050, mainly by regulating union-wide greenhouse gas emissions and removals, investing in green technologies and protecting the natural environment. To this end, this Regulation sets out a binding objective of climate neutrality in the Union by 2050 in accordance with the long-term objectives of the Paris Agreement, and establishes a framework for the irreversible and gradual reduction of anthropogenic greenhouse gas emissions by sources and enhancement of removals by sinks regulated in Union law. In addition, this Regulation sets out a binding Union target of a net domestic reduction in greenhouse gas emissions for 2030 and 2040. The relevant Union institutions and the Member States shall take the necessary measures at Union and national level to enable the collective achievement of the climate-neutrality objective. A Union strategy on adaptation to climate change in line with the Paris Agreement shall be adopted by the Commission. Furthermore, national measures taken by the Member States, including legislation and adaptation strategies, will be assessed regularly by the Commission to check their consistency with the climate-neutrality objective or adequate to enhance adaptive capacity, in order to strengthen resilience and reduce vulnerability to climate change. This Regulation applies to anthropogenic emissions by sources and removals by sinks of the greenhouse gases listed in Part 2 of Annex V to Regulation (EU) 2018/1999. Public participation will be promoted to enable and empower all parts of society to take action towards a just and socially fair transition to a climate-neutral and climate-resilient society. Finally, this Regulation amends some Articles of the Regulation No. 2018/1999 on the Governance of the Energy Union and Climate Action in pursuit of the Union s climate-neutrality objective, as well as the objectives and targets of the Energy Union and the long- term Union greenhouse gas emissions commitments consistent with the Paris Agreement.
