Abstract
This Implementing Regulation aims at the management, development and protection of water resources. It is composed of 14 articles. Article 1 gives terms and definitions. The aforementioned Authority shall replace the General Departments for Water Basin Irrigation established by Law No. 17 of 7 July 1986 is provided for in article 2. Article 3 defines objectives of the Authority, which are to: manage, develop and protect water resources and basins in Syria; control and monitor the exploitation of water resources and water installations. Article 4 entrusts the Minister of Irrigation to establish branches and offices for the Authority in Syrian provinces. Article 5 charges the Minister of Irrigation to coordinate with the Minister of Agriculture and Agrarian Reform and the Minister of Housing and Construction for the exploitation and control of water resources as well as the utilization of treated waters. Articles 6 to 10 deal with the internal management of the Authority in particular: Board of Directors and its competencies; Director-General and his competencies. Article 12 pertains to the budget and incomes of the Authority. Article 13 entrusts the Minister of Irrigation to issue the necessary implementing regulations for this Resolution. Article 14 decrees the abrogation of Law No. 17 of 7 July 1986 on the establishment of the General Departments for Water Basin Irrigation.
