Abstract
This Act grants regulation-making powers to the Cabinet in relation with “all traffic, boats and persons in and upon the waters and vessels therein” and generally to carry this Act into effect. "Vessel" includes any ship or boat or any other description of vessel or thing used in navigation. “Waters" includes the territorial sea. The Act further defines penalties for contravention of any of the provisions of Regulations made under this Act.
