Abstract
This International Agreement establishes to adopt supranational Model Law On food security and to propose to heads of the states and governments of CIS member-states to conform their normative legislative acts to the aforesaid Model Law On food security . This Law establishes basic directions of state policy in the sphere of ensuring food security of the state as an essential prerequisite and requirement for ensuring basic human rights and freedoms in accordance with the acting international law (Preamble). Food security shall be based upon Constitution of the state, international agreements signed by the state and other normative legal acts aimed at realization of the right of citizens to adequate nutrition and freedom from hunger (Art. 2). The Governments shall ensure, in accordance with the provisions of international law, the right of citizens to freedom from hunger and adequate nutrition at the level of physiological nutritional norms (Art. 3). The Government of a state shall be responsible for ensuring food security of the state (Art. 4). The Government shall carry out the following plenary powers: (a) conduct and implementation of common state policy in the sphere of food security; (b) elaboration and realization of specific state programs for ensuring food security; (c) management of state food reserves; (d) determination of objectives and tasks of state executive bodies in the sphere of protection of the population during food crisis; and (e) data collection and reporting on provision of the population with the basic foodstuffs (Art. 5).
