Abstract
The Action Plan for Sustainable Production and Consumption (PPCS) corresponds to the first implementation cycle proposed for the period from 2011 to 2014. The PPCS is divided into two parts: the action plan itself and the annexes containing its rationale. The PPCS, in its first implementation cycle, from 2011 to 2014, contains introduction, mission, principles and objectives, structure, proposals for strategy, priorities and respective goals. The process of Sustainable Production and Consumption has as its primary objective to encourage dynamics and actions in the medium and long term, contributing significantly to the sustainable development of Brazilian society. The expected result of this process is the continuous improvement of the population's quality of life and environmental protection, through production and consumption practices.
The general objectives are: 1. Promote a vigorous and continuous process of expanding actions aligned with the PPCS concept, as established by the UN in the Marrakesh Process; 2. Integrate the PPCS dissemination initiative into the effort to combat climate change and also with other National priorities. The specific objective is to provide basic guidelines, choose priorities and establish a set of appropriate actions in order to achieve its mission. The mission of the PPCS is to promote sustainable consumption and production policies, programmes and actions in the country, aimed at expanding solutions to socio-environmental problems, in line with national policies aimed at eradicating poverty, reducing greenhouse gas emissions and sustainable development, plus the international commitments assumed by Brazil, especially with the guidelines of the Marrakesh Process. The crucial contribution of the PPCS is in promoting verifiable changes in production and consumption patterns. These changes, in turn, must be related to the “decarbonization” of the economy and the responsible use of natural resources.
