Decree No. 10.531 establishing the Federal Development Strategy for Brazil from 2020 to 2031 (EFD 2020-2031).

The Federal Development Strategy for Brazil for the period from 2020 to 2031 (EFD 2020-2031) is instituted with the objective of defining the long-term vision for the stable and coherent performance of public administration bodies and entities. The EFD 2020-2031 intends to catalyze all dimensions of sustainable development, conceived as a path to prosperity. The Federal Strategy contemplates the macroeconomic scenarios for the next 12 years and is organized into 5 axes: Economic, Institutional, Infrastructural, Environmental and Social. For each of these axes, guidelines, challenges and orientations, key indices and target goals were established, by promoting and strengthening equal rights between men and women and between different ethnic groups. The main guideline of the EFD, valid for all its axes, is to increase the income and quality of life of the Brazilian population by reducing social and regional inequalities. This main guideline is associated with the Strategy's general key index: the Human Development Index (HDI) of the United Nations. In addition, put in place measures to: implement policies to face climate change and its effects, fostering a resilient and low-carbon economy; ensure the preservation of biodiversity, the reduction of illegal deforestation, the recovery of native vegetation and the sustainable use of national biomes, etc.
