Decree No. 10.991 creating the National Fertilizer Plan 2022-2050 and the National Council for Fertilizers and Plant Nutrition.

This Decree creates the National Fertilizer Plan (PNF 2022-2050) and the National Council for Fertilizers and Plant Nutrition (CONFERT). The PNF 2022-2050 guidelines are: modernization and expansion of existing industrial plants and fertilizer projects; improvement of the business environment to attract investments related to the production and distribution of fertilizers and inputs for plant nutrition; promotion of competitive advantages for the country in the world fertilizer production chain; expansion of investments in research, development and innovation activities and in the improvement of the production and distribution chain of fertilizers and inputs for plant nutrition in the country; and adequacy of the infrastructure for the integration of logistics centers and the viability of new undertakings.
Its strategic objectives are: encourage the adoption of good practices in the production of fertilizers and in the sustainable exploitation of the ecosystem; encourage the wide dissemination of the scientific concepts of the PNF 2022-2050, in order to promote the sustainable and competitive offer of fertilizers and inputs for plant nutrition; develop models for plant nutrition to environmental and social sustainability strategies; stimulate the innovation environment for products and technologies, with a view to developing new sources of inputs for plant nutrition in a competitive and sustainable manner; and evaluate the international scenarios of mineral exploration, supply of raw materials and finished fertilizers, with a view to integrating Brazilian production into the global market.
