Abstract
This Decree establishes the permanent Interministerial Technical Committee for the Health of the Black Population (CTSPN), aimed at monitoring and evaluating the implementation of the National Policy for the Integral Health of the Black Population (PNSIPN). CTSPN is responsible to: promote racial equity in the area of health, by means of prevention and health care actions, in accordance with national health policies and the principles and guidelines of the Unified Health System (SUS); establish guidelines for drawing up an action plan to strengthen the PNSIPN, with a view to ensuring racial equity at all stages of life; monitor and evaluate policies, actions and strategies implemented within the scope of the PNSIPN; encourage and support the implementation of State and municipal technical committees on the health of the black population; encourage and support the technical areas and coordinating bodies for the health of the black population; encourage and monitor research, whose object is the actions and strategies of the PNSIPN; propose criteria for actions aimed at promoting racial equity and tackling racism at the different levels of health care in the SUS; propose intergovernmental intervention strategies, with a focus on reducing ethnic-racial inequalities; participate in inter-institutional initiatives related to the health of the black population; promote health surveillance in SUS; promote continuing education of SUS workers according to the principles and guidelines of the PNSIPN and in conjunction with the National Policy for Continuing Education in Health (PNEPS), etc.
