Decree No. 12.081 creating the National Initiative for High Impact Technology Projects.

Type of law

This Decree creates the National Initiative for High-Impact Technological Projects, with the aim of identifying, prioritizing national technological challenges that require a large volume of investment in the execution of research, development and innovation activities to generate high-impact technological projects. The high-impact technological project must have an investment cycle of more than three years, among other criteria established by the National Council for High-Impact Technological Projects. The objectives of the Initiative are: propose national priority challenges within the federal government for the purposes of guiding high-impact technological projects; prioritize and identify high-impact technological projects; mobilize Brazilian society in actions aimed at developing the country by stimulating science, technology and innovation; expand co-operation between companies and scientific and technological institutions to solve national challenges; stimulate the development of high-impact technological projects in order to promote economic growth guided by sustainability, social inclusion and the generation of highly qualified jobs; boost industrial production with high added value, with a focus on the missions established in the New Industry Brazil Plan, as proposed by the National Industrial Development Council with a view to promoting the country's industrial development, under the terms of art. 18 of Law No. 11.080 of 30 December 2004; and encourage the development of technology hubs.
