Abstract
This Decree approves the Minas Gerais Methodology for Socioeconomic and Environmental Characterization of Hydrographic Sub‑basins, known as the Environmental‑Productive Zoning (ZAP). The main objective of the Decree is to establish an integrated methodological tool to support territorial planning and environmental management at the sub‑basin level. By organizing and systematizing socioeconomic, productive, and environmental information, the ZAP aims to strengthen decision‑making processes related to land use, environmental protection, and sustainable development within the framework of the State Water Resources Plan. In addition, the Decree seeks to promote greater consistency, transparency, and technical coordination in environmental regularization, water‑use permitting, and licensing processes carried out by entities of the State Environmental and Water Resources System. It requires the adoption of the ZAP methodology as a reference for public planning instruments, environmental policies, and collective authorization procedures, while fostering interinstitutional cooperation through a dedicated steering committee.
