Decree No. 51.453 creating the State Forestry System (SIEFLOR).

This Decree establishes the State Forestry System (SIEFLOR). SIEFLOR is made up of the conservation units created by the State of São Paulo, as well as other areas with native or exotic vegetation, which are under the administration of the Secretariat for Infrastructure and the Environment and the Foundation for Forest Conservation and Production of the State of São Paulo. SIEFLOR will be responsible for: observing the principles, objectives and instruments of the State System for Environmental Quality Management, Protection, Control and Development of the Environment and Adequate Use of Natural Resources (SEAQUA); implementing mechanisms that ensure the protection of biodiversity; highlighting the importance of environmental services; including the units of the System, as specially protected areas, in the processes of territorial planning, sectoral planning and sustainable regional development; research and promote the use of conservation principles and practices in the process of economic and social development, with a view to environmental sustainability; encourage the representation of the various ecosystems by establishing new protected natural areas and increasing the size of existing ones; develop strategies for mediating conflicts over the use of natural resources and land occupation; research mechanisms and promote actions for the protection and recovery of water, soil and landscape resources; contribute to carrying out and applying the results of scientific and technological research into forest management, management of the system's units, protection of biodiversity and environmental education; implement permanent monitoring and evaluation programmes for the system's units and for SIEFLOR itself, verifying management conditions and the effectiveness of the protection given to the biodiversity of the ecosystems of the state of São Paulo; promote the appreciation of biodiversity, sustainable management as well as recreation in contact with nature and ecological tourism; research, promote and encourage the production of seeds and seedlings of plant species and implement nurseries and forest gardens; research, promote and encourage the management of non-timber forest products and the recovery of degraded natural areas, etc.
