Abstract
This Law, consisting of 148 articles divided into five Titles, establishes the Basic Policy on Environment of the State of Acre. It establishes the basic norms for the protection, conservation and preservation of natural environment and natural resources in order to improve and protect the quality of human mankind. The following fundamental principles will be observed for the implementation and monitoring of the Environmental Policy of the State of Acre: the life of the human being as the basis of environmental issues; the search for a guarantee of the quality of life of the populations without compromising the standard of living of future generations; minimize the environmental impacts of productive environmental activities; conservation and/or preservation of life support systems and biodiversity, in areas considered critical for their existence, based on technical and scientific studies; scientific and technological research directed to the sustainable management of natural resources; multidisciplinary approach to environmental issues; unity and continuity of environmental policy and management in time and space, without prejudice to the decentralization of actions.
The basic objectives of the environmental policy of the State of Acre: promote the rational use of natural resources, so as to ensure their renewable and sustainable management for present and future generations; reconcile economic development with the need for conservation and preservation of ecosystems, as a condition for guaranteeing the health and survival of the population; encourage the adoption of habits, customs and socio-economic practices that minimize the impacts on the environment; ensure the adequate use of soil and water resources for urban and rural purposes, monitoring the occupation and use of territorial spaces according to their limitations and ecological and environmental conditions established in the current legislation or based on recognized scientific and technical studies; guarantee increasing levels of public and environmental health, including through the provision of sanitary infrastructure; stimulate the gradual, selective and prioritized substitution of processes, agricultural, extractive or industrial inputs, potentially dangerous, by others compatible with health environmental; encourage the development, production of equipment implantation and the creation, absorption and diffusion of technologies compatible with the improvement of environmental quality; ensure the participation of organized segments of society in the planning, execution and monitoring of activities aimed at the protection, recovery or improvement of quality environmental; protect native fauna and flora as well as their natural habitats; and preserve the natural, water, landscape, architectural, urban, historical, cultural, archaeological and artistic heritage.
