Abstract
This Law creates the State Policy for People affected by Dams (Peab). Peab covers actions prior to construction, installation, operation, expansion, maintenance or deactivation of water dams, in cases these activities present a potential risk of damage or cause impact. Peab objectives are: guarantee the rights of those affected by dams; ensure dialogue between competent public bodies and entities, entrepreneurs and people affected by dams, especially in negotiations relating to the rights of those affected; avoid the generation of socioeconomic impact and, if any, ensure its full repair; ensure that forms of comprehensive reparation for those affected provide levels of social well-being at least equal or similar to those existing before the construction, installation, operation, expansion, maintenance or deactivation of dams; coordinate the planning and implementation of actions related to the resettlement process for those affected by dams; ensure, in conjunction with the municipal public authorities, the conditions for urban restructuring as a result of the population increase resulting from the temporary or permanent flow of workers for works or resettled populations, observing the provisions of the general guidelines for urban policy provided for in federal legislation; develop a methodology referenced in indicators that allows assessing adequate compliance with PRDES and possible corrective measures.
