Abstract
This Law provides for urban and rural public lands owned by the State and their management, collection and allocation, as well as the urban and rural policies referred to in arts. 246 and 247 of the State Constitution. Within the scope of urban and rural policies, the State will promote the preservation of natural and cultural heritage and the rational use of public lands, with the purpose of achieving social justice, observing the competencies established by the State and Federal Constitution. Urban policy aims to enable the sustainable development of the city, taking into account the social function of urbanization, the right to housing and the well-being of its inhabitants and visitors. Rural policy aims to promote sustainable agricultural production, the organization of a healthy food supply and the well-being of workers and rural inhabitants, in order to provide them with the means to settle in the countryside. The allocation of public lands will be compatible with the master plans, the objectives of preserving and protecting the State's natural and cultural heritage, the agricultural policy, the national agrarian reform plan and the Minas Gerais Integrated Development Plan (PMDI).
