Interim Measures of Hubei Province for Carbon Emission Permits Administration and Trading.

These Measures aim to strengthen the construction of the carbon emission permits trading market, regulate the management of carbon emission permits, effectively control greenhouse gas emissions, and promote resource saving, environment friendly society in Hubei province. The text consists of 56 Articles divided into 7 Chapters: General provisions (I); Allocation and administration of carbon emission quotas (II); Carbon emission permits trading (III); Carbon emission monitoring, reporting and verification (IV); Monitoring and incentive mechanisms (V); Legal liabilities (VI); Supplementary provisions (VII).
The provincial Development and Reform Commission shall be the carbon emission permits trading competent authority of Hubei province, responsible for the comprehensive coordination, organization, implementation and supervision and administration of total carbon emission control, quota management, trading, carbon emission reporting and verification. The carbon emission quota administration shall be implemented to the industrial enterprises with the annual comprehensive energy consumption of more than 60, 000 tons of standard coal.
The provincial competent authority shall establish a carbon emission quota registration system. The trading platform shall be designated by the provincial people s government. Third party carbon emission verification agencies shall be filed at the provincial competent authority.
