Abstract
This Regulation ensures the implementation of the Food Safety Law by providing food safety supervision and administration, establishing and improving a coordination and cooperation mechanism for food safety supervision and administration departments, integrating and improving food safety information networks, and realizing the sharing of food safety information and sharing of technical resources in such aspects as food inspection.
The Regulation stipulates that: the competent health authority of the people's government at or above the county level shall, together with the competent food safety supervision and administration authority at the same level, establish a food safety risk monitoring consultation mechanism, summarize and analyze risk monitoring data, study and judge food safety risks, form a food safety risk monitoring and analysis report, and submit it to the people's government at the same level; the national standards plan for food safety and annual implementation plan shall be formulated by the competent health authority under the State Council, together with the competent food safety supervision and administration authority and the competent agricultural department under the State Council.
The Food Safety Committee of the State Council shall be responsible for analyzing the food safety situation, arranging and guiding the food safety work as a whole, proposing major policies and measures for food safety supervision and management. People's governments at or above the county level shall establish the unified and authoritative food safety supervision and management system, and strengthen the food safety supervision and management capacity.
The Regulation further provides for: food inspection; import and export of food; handling of food safety accidents; food safety traceability; supervision and administration; legal liabilities; etc.
