Regulation on the Security of the Three Gorges Water Control Hub.

The purpose of this Regulation is to strengthen the security of the Three Gorges water control hub. The Text consists of 41 Articles divided into 7 Chapters: General Provisions (I); Land Area Security (II); Water Area Security (III); Airspace Security (IV); Security Responsibilities (V); Legal Liabilities (VI); Supplementary Provisions (VII).
The state shall uniformly lead the security work of the Three Gorges hub. The state shall establish the security area of the Three Gorges water control hub to protect the Three Gorges hub in accordance with the provisions of this Regulation. The security area of the Three Gorges hub includes the Three Gorges hub and its specific surrounding areas, consisting of the land security area, water security area and airspace security area. The land security area is divided into the restricted area, control area and core area. The passes for vehicles and persons entering the land security area shall be issued and administered by the Three Gorges hub operation management entity, and be filed with the public security organ. The water security area is divided into the control area, navigation area and navigation prohibition area. Aircrafts flying in the airspace security area shall strictly follow the flight plan approved by the flight control department.
The Regulation further provides for security responsibilities of the people's governments of provinces and municipalities of the Yangtze River Basin and relevant institutions assigned by the State Council, and offences and penalties.
