Abstract
This Act aims to ensure environmental protection through planning and environmental programmes for the improvement of biodiversity, human health, fauna, flora, soil, water, air, climatic factors, landscape, architectural and archaeological cultural heritage. When an authority provides the said plans and programs, or amends them, there should be an environmental impact assessment on possible significant effects. Implementation of such activities shall be authorized by the Ministry of Environment followed by their planning, assessment, reporting, and notification to the public.
The Act consists of 5 Chapters and 4 Appendices: Purpose, definitions (1); Planning and programme contents (2); Environmental assessment, environmental report and publication (3); Application and publication of planning or program appeals (4); Entry into force and transitional provisions (5).

Appendix 2 - Criteria for determining the likely significance of effects on the environment as referred in art. 4, sect. 2.
