Abstract
The Order prohibits importing and selling of poppy seed (Papaver somniferum). According to the Order, poppy seed is not included in the special control substances and it has widely spread in the country. Therefore, the law-enforcement agencies cannot take effective measures against it. To combat the existing situation and as a temporary measure, the Order bans importing and selling poppy seeds for any purpose.
