Abstract
The Freedom, Rapid Development, Prosperity - Government Platform 2016-2020 is a national multi-sectoral government programme of Georgia. Its main objective is for Georgia to become a modern and developed country with infrastructure of international standards, labour resources in compliance with the demand of the labour market, a safe and stable business environment, and effective public governance.
The Programme aims to eliminate food insecurity. To this end, it provides for increasing stable production of high quality products, and ensuring food security, food safety and rural development.
In addition, the Programme aims to make agriculture, forestry and fisheries more productive and sustainable. To this end, it is planning to continue the transition to Integrated Water Resources Management System; to improve the quality of nuclear and radiation safety and develop a new system for management of radioactive waste; to continue and expand the environmental education and environmental awareness activities; to develop an environmental impact assessment system; to prevent and eliminate the damage to the environment, and develop an effective system for environmental responsibility; to implement new regulatory norms to protect and maintain biodiversity and the sustainable use of biological resources, including in hunting and fishery fields; to ensure the expansion of protected areas and ecotourism; and to protect and restore forests.
To enable more inclusive and efficient agricultural and food systems, the Programme seeks to pay special attention to agricultural cooperatives; to ensure a rational management of agricultural land fund; to develop a farmers’ registry and a geo-informational system of land use; to research degraded soils and their effect on restoration and improvement; to promote the implementation of postharvest technologies, as well as to develop the storing, sorting, packing, processing and distribution sectors; to improve the agricultural insurance programme; to increase the area of ameliorated (irrigated and drained) land; to develop and improve irrigation and drainage systems and approve the tariff methodology; to implement modern irrigation systems and develop water users’ unions; to improve the knowledge of individuals employed in the agricultural sector, develop scientific research activities with a focus on agricultural business and elaborate respective extension packages; to continue work on promoting farmers’ access to finances; to improve access to agricultural equipment; to elaborate an effective and flexible system of state control over food / feed safety, veterinary treatment and plant protection fields; to achieve approximation of the food safety, veterinary treatment and phytosanitary fields with the respective EU legislation; to implement respective activities towards the development of bio agricultural farms and the implementation of climate wise agricultural practices throughout the country; to improve a coordinated statistical system of collection, distribution and use of data; to refine the agricultural market’s information system will be refined; and to promote agricultural products in local and international markets.
In order to increase the resilience of livelihoods to disasters, the Programme aims to reduce the preconditioned risks of climate change; to develop a hydrometeorology observation network; to strengthen modelling capacities; to implement a national early response system; and to reduce greenhouse gas emissions according to the commitments the government accepted in the Paris Agreement on Climate Change.
In the field of mineral resources, the document notes that issues related to exploring and extracting minerals will organized to stimulate the interest of the private sector in this field, and ecological aspects will be taken into consideration in the licensing process and the state will be able to use and utilize the resources effectively.
