Abstract
Aim of this Decree is the implementation of the provisions of article 8 of Law No. 1650/1986 in combination with the provisions of article 3 of Law No. 3017/2002 and at the same time the compliance with the provisions of Directive 2003/87/EC so as to promote reductions of greenhouse gas emissions in a cost effective and economically efficient manner (article 1). The present Decree shall apply to emissions from the activities listed in Annex I to article 22 of this Decree and greenhouse gases listed in Annex II to the same article. The Decree shall apply without prejudice to any requirements pursuant to Law No. 3010/2002, more specifically, pursuant to Ministerial Joint Decree No. 11014/2002 which has been issued pursuant to article 2 of the afore-mentioned law. (article 2). The competent authority for the implementation of the provisions of this Decree shall be the Ministry of Environment. Article 5 establishes that no installation undertakes any activity listed in the Annexes to this Decree resulting in emissions specified in relation to that activity unless its operator holds a permit issued by a competent authority in accordance with article 22, or the installation is temporarily excluded from the Community scheme pursuant to article 16 to this Decree.
