Abstract
The National Action Plan Against Antimicrobial Resistance PAN 2023-2028 was drawn up with the aim of managing actions to monitor and combat AMR, reduce the increase in resistant microbial infections and improve patient treatment outcomes in Guinea-Bissau. The implementation of this plan will reduce AMR, contribute to strengthening the country's health system, as well as helping to reduce costs in the health sector in the long term by reducing the loss of productivity due to the effects of antibiotic resistance. The PAN's vision is to make people aware of the dangers and mechanisms of AMR, promote WASH activities, ensure the rational use of antimicrobials in humans, animals and food production and reduce the presence of antimicrobials in the environment to prevent the development and spread of resistant organisms in the environment, humans and animals and preserve the effectiveness of antimicrobials.
In order to ensure that the actions of this plan are carried out with the necessary supervision and good management, a multi-sectoral governance or national coordination structure for the PAN should be implemented. Its composition should include representatives from each of the main implementing institutions, key partners, including the human and animal health, agriculture, fisheries and environment sectors. The main role of the coordination structure will be to provide strategic guidance, monitor and supervise the implementation of the plan, support evaluation and mobilize national and international funds to enable the various activities to be aligned, coordinated and implemented. This coordination structure will strengthen in a cross-cutting way the entire governance of AMR. That is, it will strengthen a multi-sectoral and functional system and the technical working groups, continuing with the groups already created during the national evaluation phase, with clear terms of reference, budget and an accountability framework.
