Regulation No. 189/1990 on the import and export of plants and plant products.

This regulation governs the import and export of plants and plant products, with the purpose of preventing the introduction into Iceland of harmful organisms that could seriously damage plants and plant products, and preventing pests of concern to other countries from being exported from Iceland. It defines key terms such as plants, plant products, consignments, growing sites, pests and wood with bark, and assigns enforcement to the Icelandic Food and Veterinary Authority and customs authorities, including inspection, sampling, rejection, destruction or re-export of non-compliant consignments. The regulation prohibits the import of listed pests, infected plants, certain prohibited plants and plant products, soil, compost, untreated bark and manure, subject to specified exceptions, and requires phytosanitary certificates for many imports, including rooted plants, cuttings, bulbs, potatoes, cut flowers, conifer branches, wood with bark and soil. It sets rules on certificate form, language and validity, approved points of entry, customs clearance, exemptions for scientific or educational purposes, and export certification according to the requirements of the importing country. The annexes list prohibited pests, pests tolerated only in negligible quantities, prohibited plant species, and specific import conditions for plants intended for further cultivation and potatoes.
