Law No. 9 of 2024 - Amendment to the Tourism Law.

The 2024 Amendment to the Jordan Tourism Law introduces a comprehensive reform of the previous text. The main changes are as follows (i) it replaces the traditional licensing system with a “ministerial approval” system for tourism professions and activities, updates key definitions by introducing the Tourism Development and Investment Fund and the concept of “approval,” and expands the Ministry’s mandate in Article 3 to include sustainable tourism, green practices, and enhanced regulatory and promotional functions; (ii) Articles 4–10 restructure procedures for registration, objections, sanctions, and permit the provision of tourism services through digital platforms, while strengthening enforcement mechanisms under Article 8; (iii) Article 11 revises the classification rules for tourism establishments; (iv) Article 12 broadens the prohibition to include unapproved tourism professions and activities, including those conducted through digital means; (v) Article 13 establishes a legal framework for tourism routes and introduces state-managed tourist trails; (vi) Article 14 establishes the Tourism Development and Investment Fund, defining its objectives, governance structure, and financing sources; and (vii) Article 15 strengthens inclusive tourism policies to improve accessibility for persons with disabilities and other vulnerable groups.
