This Decree regulates Law No. 12/2023 of 25 August, establishing the principles and rules that define the general bases for the creation, organization and operation of local authorities. The creation of local authorities takes into account the following factors: a) geographical, demographic, economic, social, cultural and administrative factors; b) national or local interests; c) historical and cultural reasons; and d) revenue generation capacity. The powers of local authorities respect the proper, common and specific interests of their respective populations and, in particular: a) local economic and social development; b) the environment, basic sanitation and quality of life; c) the provision of water supply services and the supply of electricity; d) the provision of public transport services; e) primary healthcare; f) basic primary education; g) culture and sport; h) the promotion and development of tourism activities; i) funeral services; j) morgues, cemeteries and crematoria; k) urbanization, construction and housing; l) municipal police; and m) municipal public rescue services.
