Abstract
This Resolution approves the Strategy for Preventing and Combating Corruption in Public Administration (2023-2032) - EPCCAP. Its strategic objectives define the premises necessary for achieving the vision, mission and values, provided for in this EPCCAP. The following strategic objectives were established: 7.1. Reinforce integrity, transparency, prevention and fight against corruption in Public Administration; 7.2. Improve coordination and articulation between the various players involved in actions to prevent and combat corruption; 7.3. Professionalize public staff who act in the prevention and fight against corruption; 7.4. Carry out a periodic functional analysis of public entities for preventing and combating corruption; 7.5. Promote the expansion and interoperability of information and communication systems in Public Administration; 7.6. Promote civic-moral awareness actions; 7.7. Promote the involvement of civil society, the private sector, and other relevant actors in preventing and combating corruption.
For each of the strategic objectives described above, EPCCAP defines strategic actions (S.A.) to be developed with specific results and indicators, as follows: S.A. 1: Improve public integrity system and accountability culture; S.A. 2: Coordinate and share experiences among the actors in actions to prevent and combat corruption; S.A. 3: Design short, medium and long-term training and capacity building packages in matters of preventing and combating corruption; S.A. 4: Permanently assess the organization and functioning of public institutions for preventing and combating corruption; S.A. 5: Mass use of information and communication systems and ensure their interoperability; S.A. 6: Design civic-moral education programs for civil servants and society; S.A. 7: Carry out education and awareness campaigns among the public, private and civil society sectors.
