Abstract
The Decree prohibits any fishing for or delivery of coalfish by Norwegian vessels north of the 62nd parallel in 2002 beyond a total allowable catch of 142.000 tons (sects. 1 and 2). Section 3 specifies quotas for single categories of vessels (trawlers, seine, and conventional gear) and specifies periods in which fishing is allowed for each category. Section 4 outlines criteria for participation in fishing with conventional gear whereas section 5 specifies criteria for participation in fishing with seine. Sections 6, 7 and 8 specify quotas for single vessels fishing with conventional gear or seine respectively, based on the length of the vessel or GRT. Section 9 provides for bycatch of vessels of less than 28 metres of length, whereas section 10 provides for bycatch of larger vessels. Chapter 3 regulates fishing with seine, Chapter 4 regulates fishing with trawls. Conditions for participation are prescribed. Provisions of these Chapters also set quotas for single vessels (16). Remaining provisions deal with combination fishing (23), conditions for catch (10 and 11), landing of fishing (20), a stop on fishing during Easter (21), powers of the Director of Fisheries (23 and 24), and penalties (25).
