Abstract
This Regulation consisting of 63 articles divided in 6 Chapters aims at ensuring the protection of public health and animal health on the territory of the State. The Regulation establishes rules for import and transportation of animal consignments, animal feed, biologics and veterinary products.
Responsible body is the competent veterinary authority which has the task of assessing the GHP and GMP practices, and HCCP protocol; issuing import permits; determining the spot of entry of imported consignment within the approved points in accordance with the type of consignment. The Regulation indicates also: the necessary documents and certificates, in Arabic and English, to accompany the consignments of animal feed and animal biologics, pharmaceuticals, and veterinary products (veterinary health certificate, veterinary import license, certificate of origin, a report from the ship's captain or the commander of the aircraft or the person in charge of the mean of transport); rules for entry of animal products, which are accompanied by the traveller; procedures for consignments of live animals; measures for import of bovine, camels, sheep and goats (for the purpose of education or direct slaughter); dogs and cats; equine; birds and pet birds; rabbits and rodents; wild animals; aquatic animals (in all stages of life, including the sperm or non-fertilized fish eggs) crustaceans and molluscs and their products; hatching eggs and table eggs; semen, ova and embryos; vaccines; consignments of animal products and derivatives; dairy products and derivatives; canned products; consignments of animal feed and their substitutes, and materials used in the installation and feed additives; and consignments of animal waste.
Rules are specified for the export of fish (abalones, lobsters and shark fins need an export permit issued by the Ministry of Fisheries) and for loads in transit (the latter needs prior notification to the competent veterinary authority).
Quarantine measures consist in: cleaning and disinfection of personnel and equipment; registration; discharge, tools and waste; responsibilities of supervising veterinary during the quarantine period and responsibilities of the importer.
The 6 Chapters are entitled as follows: Definitions and General Provisions(1); Import(2); Export(3); Transit consignments(4); Quarantine procedures(5); and Internal Quarantine(6).
