Agreement on the organization of collecting and maintaining of plant gene banks.

Intention of this Agreement is the promotion and improvement of the efficiency of collecting and maintaining national plant gene banks and to secure starting material for breeding and research. The Minister of Agriculture shall establish a National Department of Plant Gene Resources in the Institute of Breeding and Acclimation of Plants. Duties of the Department are listed in article 2. The Scientific council of the Institute of Breeding and Acclimation of Plants shall be the consulting authority of the management of the Department. Leading Collections shall be formed under this Agreement which are organizational units carrying out the collection of live plants with defined features important for research and practical breeding purposes. The materials in the Leading Collections shall be catalogued in the National Department of Plant Gene Resources catalogue and shall form state property. The Minister of Agriculture shall cover the costs of running and developing the Department. The costs of running and developing Leading Collections shall be covered by the Ministers within which the collection has been established.
