Abstract
The present Ordinance lays down the regulatory framework relating to the animal health and food safety fields, and provides for the arrangement of the institutional framework relevant to such sectors. Article 1 states that the protection of animal health, the protection of animals, the prevention of transmitting diseases from animals to humans, the safety of foods of animal origin intended for human consumption, the sanitation of feedstuffs for animals and the protection of the environment, relevant to the breeding of animals, is a State matter and represents a permanent duty for all the citizens of the country.
The Ordinance is composed of the following Chapters: (I) General provisions; (II) Organization and functioning of the Sanitary Veterinary Services; (III) Competences of the State Sanitary Veterinary Services; (IV) Obligations of official veterinarians; (V) Obligations and responsibilities in the sanitary veterinary field; (VI) Authorization, validation and accreditation in the sanitary veterinary field; (VII) Sanitary and veterinary requirements and health controls for live animals and germinating material of animal origin; (VIII) Measures for the protection and control of animal transmissible diseases; (IX) Sanitary and veterinary requirements regarding products and by-products of animal origin intended for human consumption; (X) Sanitary and veterinary requirements regarding animal waste, by-products of animal origin not intended for human consumption and other animal waste and pathogen agents of animal origin; (XI) Common sanitary and veterinary requirements for the protection of public health; (XII) Sanitary and veterinary requirements regarding inspections and controls; (XIII) Sanitary and veterinary requirements regarding animal protection and welfare; (XIV) Financing and expenses of the State sanitary veterinary services and activities.
