Abstract
The present document contains Sweden's Integrated National Energy and Climate Plan, developed in accordance with Article 3 of Regulation (EU) 2018/1999 of the European Parliament and of the Council on the Governance of the Energy Union and Climate Action, and is structured according to the general framework set out in Annex I to the same Regulation. The Plan elaborates on Sweden s existing energy and climate goals, policies and measures and on the associated scenarios. It establishes national objectives and targets, and defines the policies and measures, across the European Union's s five dimensions: 1. Decarbonization (GHG emissions and removals; Renewable energy); 2. Energy efficiency; 3. Energy security; 4. Internal energy market (electricity interconnectivity; energy transmission infrastructure; market integration; energy poverty); and 5. Research, innovation and competitiveness.
Targets for 2020 include a 40% reduction in emissions from sectors outside the EU ETS and a 50% of final consumption of energy to be covered by renewable sources. Targets for 2030 include a 63% reduction in emissions from sectors outside the EU ETS, a 70% reduction in emissions in the transport sector and 50% improvement in energy efficiency. Targets for 2040 include a 75% reduction in emissions from sectors outside the EU ETS and 100% renewable electricity generation. Finally, the target for 2045 is that Sweden cut its net greenhouse gas emissions to zero and then achieve negative emissions. The Plan contains a chapter concerning the impact assessment of planned instruments and measures.
The document contains two Annexes: 1. Summary of the national consultation document for Sweden s Integrated National Energy and Climate Plan; and 2. Calculation of annual and cumulative energy savings in accordance with Article 7, 7(a) and 7(b) of the Energy Efficiency Directive.
