Abstract
The Strategic Plan of the General Directorate of State Hydraulic Works is a national policy with a sectoral approach. The timeframe of the Strategic Plan is 5 years between 2017 and 2021. The overall purpose of this Strategic Plan is to improve water and relevant soil resources in an environmentally sustainable manner in order to ensure water use efficiency, sustainable management of water resources with scientific concepts and to prevent water damages. The objectives of this Strategic Plan are (i) water supply for drinking, and household and industrial uses, (ii) protection of river basins and water reservoirs used for potable water supply from wastewater pollution, (iii) safeguarding life and property against the impacts of flood, (iv) application of modern irrigation systems to all arable lands, and (v) optimize energy production from hydroelectric power plant.
The General Directorate of State Hydraulic Works sets forth strategies to protect, improve and manage water resources on a scientific basis. Therefore, the projects will be developed on (i) research and development, (ii) measurement of river flows and groundwater levels, (iii) soil analysis and classification, (iv) agricultural economics, (v) geological, hydrogeological, geotechnical and geophysical surveys, (vi) water sampling and analysis, (vii) water models, (viii) physical and chemical analysis of building materials, (ix) watershed development, (x) development of hydraulic structures, (xi) environmental impact assessment, (xii) transfer irrigation management to water users associations, and (xiii) provision of supplies and equipment. In order to ensure the protection, sustainability and efficient use of water resources, the quality and quantity of water will be monitored and research and development studies will be carried out more efficiently. The local governments shall be responsible to meet the water needs for drinking, and household and industrial uses. The river basins and water reservoirs used for potable water supply will be protected from wastewater pollution to ensure their sustainability. Water use efficiency will be increased for agricultural purposes by increasing ratio and efficiency of irrigation, and the number of irrigation networks. The potential of hydroelectric power plant will be increased in order to contribute to the economy. Institutional capacity will be improved through training of staff in related fields. Data collection will be improved and carried out in cooperation with the Statistics Institute.
Early warning systems will be established to prevent water damages caused by flood in agricultural land, settlements and facilities. Supplies and equipment will be provided to combat flood. Moreover, the resettlement plans will be carried out for people affected by dam construction.
The monitoring and evaluation of this Strategic Plan shall be conducted by the Monitoring Committee. The activities of the Monitoring Committee shall be coordinated by the Directorate of Strategy Development. The reporting shall be carried out in accordance with the Annual Performance Plan.
