Abstract
Flood risks management plans in certain territories within river basin districts in certain territories within river basin districts are designed to reduce the potential negative impact of flooding within on human life, the natural environment, cultural heritage, and economic activity.
The goals of flood risk management shall be as follows: (a) minimization of flood risks for the life and health of the population; (b) minimization of flooding risks for transport infrastructure, economic activity, agricultural land; (c) achievement of strategic environmental goals, determined by the Procedure for developing a river basin management plan; and (d) minimizing the risk of flooding for cultural heritage sites.
In order to achieve the specified goals, measures will be taken to manage flooding risks, primarily measures to avoid new and reduce existing risks, increase the level of public awareness of flooding risks and procedures in the event of risks and emergency situations related to the water factor, strengthening the stability of infrastructure, in particular, the construction, restoration and repair of coastal fortifications, dams, other hydrotechnical and protective structures, ensuring the safety of the population and protection of agricultural land in risk zones, reducing the number of dead and injured as a result of flooding, reducing the level of material damage caused to the surrounding natural environment, infrastructure objects and cultural heritage, improvement of the functional subsystem of anti-flood measures of the unified state system of civil protection, improvement of the system of preparation, forecasting and early prevention of flooding.
Information support for measures to assess and manage flooding risks is carried out through information exchange with functional and territorial subsystems of the unified state system of civil protection, information on the occurrence (risk of occurrence) of emergency situations and their consequences, on the state of man-made and natural safety in the relevant territories, and other information. The exchange of data on the assessment and management of flooding risks with authorized bodies of other countries and international organizations is carried out in accordance with the legislation, as well as in accordance with international treaties of Ukraine.
