Abstract
The National Forest Fire Prevention Plan (2016-2025) is a sectoral policy. The overall objectives are: To form a complete forest fire prevention, fire fighting and protection system, standardize early warning response, legalize fire source management, scientifically fire fighting, specialize in team building, mechanize equipment construction and informatization of basic work, and make breakthroughs. Manpower fire fighting and mechanized fire fighting, wind fire fighting and water fire fighting, traditional fire fighting and scientific fire fighting are integrated. In conclusion, the long-term mechanism of forest fire prevention has been basically formed, and the ability of forest fire prevention and control has been significantly improved. The system and ability of forest fire control have been modernized. The 24-hour fire extinguishing rate is above 95%, and the damage rate of forest fire has been stably controlled at 0.9%.
To achieve the overall objectives, the Document put forward the specific targets, which include: —— Improve the ability of early warning and monitoring. Improve the national forest fire risk classification early warning model and early warning model, improve the timeliness and accuracy of early warning. Making full use of space technology to improve the timeliness and recognition ability of satellite monitoring of forest fires; the expected fire coverage rate in key areas has reached 85% in the near future and more than 95% at the end of planning period. —— Strengthen the construction of fire communication and information command system. In the near future, the fire communication coverage in key areas has reached 90%, and at the end of the planning period it has reached more than 95%. The command centers at the national, provincial, municipal and county levels can communicate with each other. —— Strengthen the professional construction of forest fire fighting team. We will comprehensively promote the professional construction of forest fire brigades, improve their actual combat capabilities and standardize their professional teams. The allocation rate of forest fire brigades in key regional and county administrative units has recently reached 85% and 100% at the end of the planning period. —— Strengthen the building of forest aviation fire fighting capacity. Increase the number of forest aviation fire fighter planes, improve the direct fire extinguishing capacity of forest aviation; improve the existing air forest protection station (point) facilities, rational layout of new airports, to achieve the National Forest aviation fire protection coverage rate of 75% in the near future, and reach 90% at the end of the planning period.
