Climate and Atmosphere, Environmental Governance and Rights

The Law and Climate Change Toolkit is an online and free-to-use database intended to provide a global resource to help countries put in place the legal frameworks necessary for effective implementation of the Paris Agreement and nationally determined contributions. Through its Legal Assessment functionality, users can identify priority areas for climate law review and potential areas of legislative reform by answering a series of targeted questions about their domestic climate law regime. Each affirmative answer may give further questions while each negative response identifies a possible gap in the legislative framework. For each gap identified, the Toolkit will suggest exemplary legislation and specific provisions from legislation around the world that may assist in addressing that gap. By providing several examples for each gap, the user is free to assess the style and content of a legal provision that would best suit the needs of a specific country. The Toolkit also provides access to climate change-related legislation, both within overarching climate change laws and sectoral legislation, from around the world. Through the search function, users can search for relevant laws and provisions by way of a free text search and/or the use of a guided taxonomy including legal areas and cross-cutting categories.
