Abstract
This Decree provides for the establishment of the new National Emergency Management Relief Agency which shall be charged with responsibility for disaster management in Nigeria. The Decree consists of 25 sections divided into 6 Parts: establishment, etc. of the National Emergency Management Agency and the Governing Council (I); Functions and powers of the Agency (II); establishment of State Emergency Management Committees, etc. (III); Staff (IV); Financial provisions (V)Miscellaneous (VI).
The Government Council shall manage the Agency. Functions of the Agency shall include: monitor disaster preparedness, coordinate disaster relief efforts and formulate disaster management policies. A State Emergency Committee is established under section 8 for each State.
