Solid Waste Management Strategy for the period of 2019-2028.

Type of law

Solid Waste Management Strategy for the period of 2019-2028 shall be multisectoral, covering the whole national territory. The Strategy, with a view of domestic solid waste management, transportation, storage, disposal and recycling, pursues the following objectives: (a) development of ecofriendly (clean) infrastructure for the provision of complete sanitation service to the population related to collection and treatment of solid domestic waste; (b) creation of efficient and modern system for domestic solid waste processing; (c) maintenance of domestic solid waste disposal sites; (d) optimization of tariffs in the sphere of sanitary cleaning; (e) the use of solid waste management facilities as alternative sources of energy. The scope of the Strategy shall be to reduce and minimize negative environmental impact of solid domestic waste.
The outcome of the Strategy shall be as follows: (a) to reach 100% of the population with services of collection and removal of solid domestic waste; (b) to provide at least 60% recycling of solid domestic waste; (c) increase the volume of recycling of hazardous solid household waste to 25%; (d) to reduce the volume of solid domestic waste destined for landfill disposal to 60%; (e) to make comply all landfills to the established requirements and perform land reclamation of closed landfills; (f) to use up to 35% of alternative energy sources at the sites for solid waste processing; and (f) to ensure monitoring of landfill condition (control over groundwater and atmospheric air) up to 100%. The basic principles of the Strategy shall be as follows: (a) to observe environmental legislation at all stages of the Strategy implementation; (b) to ensure that all processes related to treatment of solid domestic waste are controlled in order to minimize their negative environmental impact; (c) to introduce pollution-free principle, which stipulates the cost recovery of waste management activities and determines the need for appropriate legal and economic frameworks; and (d) openness and transparency in the process of providing services on a competitive basis.
Expected results: (a) optimization and modernization of domestic solid waste processing facilities will ensure their environmental safety and prevent the negative impact on the environment and public health at these facilities; (b) a set of government support measures, including economic and legal incentive mechanisms, will ensure the attraction of the necessary and sufficient volume of investments in this field and will have a positive impact on the socio-economic indicators of the regions of the Republic of Uzbekistan; (c) the functioning of the industrial infrastructure will ensure the maximum possible involvement of valuable secondary resources from the utilized solid waste in the economic turnover, the release of new competitive, high-quality and environmentally friendly products from secondary raw materials on the market, an increase in its share in the total commodity circulation, and the saving of natural raw materials from non-renewable sources; and (d) energy use of non-recyclable solid domestic waste components will ensure the preservation of natural raw materials from non-renewable sources through its replacement, as well as a gradual transition from landfill disposal of solid waste to their industrial processing.
