Abstract
This document presents Andorra's Third Nationally Determined Contribution (NDC 3.0) under the Paris Agreement, submitted in February 2025. It outlines the country's enhanced climate strategy, reflecting a significant increase in ambition and a commitment to global climate action.
Its key commitments concern a Primary Mitigation Goal, which is a target to reduce net greenhouse gas (GHG) emissions by 63% by 2035, compared to a 2005 baseline; a long-term vision to achieve carbon neutrality by 2050; a methodological shift from a "Business as Usual" (BAU) scenario target to an absolute emissions reduction target, using the 2005 peak emissions year as a fixed reference point.
The key sectors for the implementation (2035) of the NDC focuses on the energy sector, which is responsible for the majority of national emissions. Key action areas include the energy production and aims at promoting renewable energy deployment, including the construction of the country's first wind farm and expanding solar PV installations on public and private buildings; they also include the exemplary role of the public administration: implementing energy-saving measures, rehabilitating government buildings, installing solar panels on public buildings, and electrifying the public vehicle fleet; building decarbonization is also among the objectives: it aims at improving energy efficiency through the "Renova" program for building renovation and enforcing near-zero energy building (NZEB) standards for new constructions; sustainable mobility is also pursued, maintaining free public transport (introduced in 2022) and providing subsidies for electric and hybrid vehicles through the "Engega" program; the National Forest Inventory is finally aimed at preserving and enhancing forests as crucial carbon sinks, supported by the first National Forest Inventory to monitor and manage this resource.
As far as adaptation is concerned, Andorra is prioritizing adaptation in four key sectors: energy, tourism, health, and agriculture. It is conducting detailed studies on climate impacts and vulnerabilities to define specific indicators and develop a future National Adaptation Plan. The country also emphasizes regional cooperation, particularly through the Pyrenean Climate Change Observatory (OPCC).
Despite its minimal contribution to global emissions, Andorra positions itself as a leader in climate transparency, being the first country to complete the review of its first Biennial Transparency Report (BTR). The NDC asserts that this exemplary compliance strengthens its moral authority to demand greater climate ambition from larger-emitting nations.
