Decree 128/2026, of 8-4-2026, approving the Regulation relating to the granting of aid for the improvement of animal welfare on equine, sheep and goat farms.

This decree approves a new regulation establishing a subsidy to promote animal welfare on equine (for meat purposes), ovine, and caprine farms in Andorra. It replaces a previous decree from December 2025, mainly to improve procedural transparency.
The key modification allows farm owners to receive evaluation reports and submit allegations before final results are calculated. The subsidy is based on a biennial, independent assessment using the internationally recognized AWIN protocol, which evaluates four principles: good feeding, good housing, good health, and appropriate behavior. The subsidy amount is calculated using a formula that considers the farm’s previous aid for traditional mountain practices, its current welfare score (categorized as excellent, good, sufficient, or not classified), and a corresponding distribution factor. The regulation establishes progressive minimum score requirements over time (by 2026, 2028, 2030, and 2032) to continue receiving aid, aiming to ultimately achieve a certification system using an international welfare label for marketed meat and dairy products.
