Abstract
This regulatory decree, issued by the Government of Andorra, establishes a new framework of financial support aimed at fostering agricultural diversification and the production of quality local food products. The measure is grounded in Law 18/2018 on organic production and quality schemes for agricultural and food products.
The decree emerges from a recognition that while certain productions (such as meat, wine, truffles, and honey) already benefit from specific aid schemes, many other agricultural activities, such as horticulture, fruit growing, aromatic plant cultivation, and free-range poultry farming for egg and meat production, lack dedicated support despite requiring considerable human and economic effort.
The regulation explicitly links the new aid to the use of the "Productes agrícoles i artesans d'Andorra" guarantee mark, which certifies products made through artisanal methods with low production volumes. The aid is structured into two types: direct aid (proportional to cultivated surface area or free-range space for poultry, with specific animal welfare requirements including a ban on battery cages) and indirect aid (covering state-financed inspection, certification, labelling, and promotional activities). Beneficiaries include natural or legal persons registered in the Agricultural Holdings Register, as well as legally constituted producer groups.
