Decree of 16-12-2020 approving the Regulation on the storage, supply, distribution and use of hydrocarbons.

The purpose of this Regulation, which is composed by 8 Chapters, is to establish the technical and administrative requirements that must be met by all installations for storing petroleum products, with the exception of Class A products, defined in Article 2, which establishes the classification of the products in this Regulation.
Chapter 1 classifies petroleum products as: 1. Class A: liquefied hydrocarbons with an absolute vapor pressure greater than 1 kg/cm2 at a temperature of 15 ºC (methane, butane, propane, etc.). This Regulation does not provide for the storage of products classified as Class A. 2. Class B: hydrocarbons with a flash point lower than 55 ºC not included in Class A (gasoline, naphtha, petroleum and solvents). 3. Class C: hydrocarbons with a flash point between 55 ºC and 100 ºC (gasoline, fuel oil, diesel). 4. Class D: hydrocarbons with a flash point between 100 ºC and 150 ºC (asphalt, vaselines, paraffins and lubricants) and other mixtures and petroleum products. This Chapter also establishes the forms and capacities of storage and consumption.
Chapter 2 sets up a general regulation of hydrocarbon deposits while chapter 3 establishes general regulation of pipes, loading mouth and other elements of the installation. Chapter 4 specifically regulates liquid fuel supply installations by pipeline to individual consumption installations and thermal engines; chapter 5 provides for electrical installations and fire safety; chapter 6 provides specific regulations for supplier installations; chapter 7 sets rules on project, execution, registration, reviews, tests and periodic inspections and, finally, Chapter 8 regulates obligations, responsibilities and violations and sanctions.
