Decree of 27 February 2019 approving the Regulation for the realization of works modifying the current state of the land.

This Regulation, consisting of 13 articles and six Annexes, regulates the realization of works modifying the current state of the land. It establishes requirements and actions subject to the urban planning licensing for major works that involve works or activities that modify the current state of the land. Likewise, they are subject to the requirements of this Regulation actions of public administrations whose scope is equivalent to the characteristics of a major work. The protection of public and private interests, and the environment, are channeled through environmental impact assessment studies, restoration and environmental monitoring plans, as well as geological, geotechnical and other documentation that this regulation provides. The general rules of procedure establish that it is not possible to start any of the mentioned activities without the corresponding urban planning licence, according to the general, special or simplified procedure provided for in Regulation of construction based on the license to obtain, etc. The Annexes establish the following: Contents of the environmental impact assessment (Annex I); Content of the environmental restoration plan (Annex II); Content of the environmental monitoring plan (Annex III); Affidavit (Annex IV); Other technical studies: documentation to be submitted (Annex V); Specific studies: documentation to be submitted (Annex VI).
