Abstract
This Decree approves the Regulation that establishes the technical and administrative conditions that regulate the national greenhouse gas emissions compensation market (“GHG compensation market”).
The provisions of this Regulation are applicable to compensation projects and market participants defined by article 4 of this Regulation.
The Regulation classifies the compensation projects as: a) Energy efficiency and implementation of renewable energies. b) Urban mobility and transport. c) Agriculture, forestry, forest management and livestock management. d) Circular economy. e) Any other area related to the protection of ecosystems or the fight against climate change.
It also establishes requirements they must meet: a) Be developed within Andorran territory, without prejudice to the fact that the project may have co-benefits beyond this territory, and in accordance with the applicable current regulations. b) Be developed in the field of climate change and in line with the National Energy Strategy and the fight against climate change, in addition to proposing actions that go beyond strict compliance with the regulations of the current applicable legislation. c) Comply with the applicable carbon standard in accordance with Annex II of this Regulation.
A registry of the national GHG emission compensation market is established, the responsibility of which lies with the Office of Energy and Climate Change.
