Decree 303/2021 of 22-9-2021 approving the Regulation of the national market for offsetting greenhouse gas emissions.

The present Decree, composed of 14 articles and 3 Annexes, approves the Regulation of the National Market for Offsetting Greenhouse Gas Emissions for Andorra, the purpose of which is to establish the technical and administrative conditions governing the National Greenhouse Gas Offset market (“GHG Compensation Market”).
The Regulation defines the Agents of the national GHG compensation market and the procedures through which they interact. It further describes the compensation projects and their classification as well as the requirements they must comply with.
Article 6 regulates the National GHG Emissions Compensation Market Register, which is the instrument through which the control and supervision of the compliance of the activities with this Regulation is ensured, as well as the traceability, publicity, ongoing management, updating of ownership and control of the carbon credits generated by the clearing projects. The entity responsible for the the market and the issue and the management of carbon creditsis the Office of Energy and Climate Change.
Articles 7 and 8 cover the functioning of the national clearing market and the mode of calculation of the price of the carbon credits. The surveillance and control of the national GHG emissions compensation market is ensured by the government, through the OECC.
The Regulation further provides for the exemplary role that the Administration plays as a dynamizer of the economy, enhancer of public-private synergies and active promoter of the offsetting of emissions projects.
