Abstract
The purpose of this Decree is to identify the information needed to prepare the national greenhouse gas inventory, as well as the management of this information from the moment of its collection until the preparation of the inventory and subsequent processing on an international scale to ensure that the inventory meets the international standards on the subject and that it is useful as an indicator to assess GHG mitigation actions and the achievement of relevant international commitments.
The national greenhouse gas inventory is an annual inventory that: 1. Estimates emissions of CO2, CH4, N2O, HFCs, PFCs and SF6. 2. Must meet international industry standards; therefore, it must be transparent, comprehensive, consistent, comparable, complete and accurate. 3. It shall be prepared in accordance with the criteria defined by the Intergovernmental Panel of Experts on Climate Change and on the basis of the information referred to in Article 3 of the text. 4. It shall be included in national communications submitted to the United Nations Secretariat on Climate Change, in accordance with international commitments.
The necessary information to prepare the national GHG inventory is identified in Annex 1 of the Decree. The text disposes about the management of the information to prepare the inventory.
The Decree further regulates the access to information as well as the offences and the relevant penalties.
