Decree 48/2025, of 19-2-2025, approving the regulations for the creation, composition, operation and organization of the Interministerial Commission One Health.

This Regulation aims to create and regulate the Interministerial One Health Commission (CIUSS), with the task of working together to promote and protect human, animal and environmental health, detect threats to public health and make proposals to prevent, reduce and address these risks. Specifically, the Regulation develops the nature, affiliation, functions, composition, operation and creation of working groups.
The CIUSS has the following main functions: a) Coordinate policies and actions that impact human, animal and environmental health. b) Ensure that integrated and coordinated systems of surveillance and risk assessment are established, to identify and analyze potential threats to public health that originate from the interrelationship between animal health, human health, the environment and climate change and that can influence and affect public health, as well as make proposals to prevent, mitigate and respond to them. c) Propose and promote protocols and joint response actions to health emergency situations, such as the appearance of infectious agents of a zoonotic nature that may lead to the development of epidemics, as well as the effects on the natural environment that can generate natural disasters that may end up impacting public health. d) Evaluate the impact of the policies, strategies, plans, programs, protocols and actions that are implemented, establishing indicators to measure the results, and prepare periodic reports to assess the progress made and be able to adjust these actions according to their evolution. e) Promote public awareness and training in the One Health approach, represent Andorra in international One Health forums and respond to the demands of international organizations in the field. f) The CIUSS also assumes the coordination to respond to the reports, questionnaires and other documents that must be sent or requested by international organizations that are linked to its mission, as well as the management of relations with these organizations, where appropriate. g) Collaborate, promote and promote research, studies and innovation in the areas that are the object of the CIUSS.
The organization of the CIUSS and its functioning are described in detail by the text. It also provides for the possibility, for the CIUSS, to create Technical working groups to address specific topics, depending on the priorities and areas of work that are raised. The CIUSS is organized into four main cross-cutting working groups, according to the following subjects: a) Fight against antibiotic resistance. b) Surveillance and control of zoonotic animal diseases, vector-borne diseases and emerging diseases related to food and the environment, including agricultural production. c) Surveillance and control of the atmospheric and aquatic environment. d) Evolution of health impacts derived from climate change and associated risks.
