Decree 521/2022, of 7-12-2022, approving the Regulation relating to waste thermal treatment centers.

This text approves Decree 521/2022, dated 7-12-2022, which approves the Regulation on thermal waste treatment centres. The Regulations regulate the general conditions for the installation and operation of thermal waste treatment centres for incineration or energy recovery, as well as the minimum requirements for measurements and self-checks to be carried out by the centres to verify that emission limits and pollutant limits in waste water are not exceeded, and also regulate the admission, management and disposal of waste conditions.
The regulation applies to thermal treatment plants for non-hazardous waste, household and similar waste, medical waste and sludge from non-hazardous waste water treatment plants. The text also provides for a number of exclusions.
The Regulation stipulates the capacity of the plant, the general conditions of plant design, the reserves of products or consumables that the operator of the Thermal Treatment Centre must have to ensure the protection of the environment and people's health, the delivery and reception of waste, the conditions of admission for non-hazardous waste, medical waste, and the conditions of combustion.
The regulation also regulates the management of shutdowns or technical failures and lays down a number of conditions relating to noise and vibration, odours, plant cleanliness, access control, risk prevention, water discharge limit values and monitoring of environmental impact in the vicinity of the plant.
